Dedicated to improving the wider economic outlook for the town centre, inSwindon inherits the mantle of Brunel and David Murray John in realising a shared vision of the future for Swindon.

The inSwindon company

Not in terms of new buildings and physical development, but in terms of sustainable business growth to match the physical growth and of having a vision for Swindon town centre in the 21st Century. Working closely with physical regeneration teams in and around the town, inSwindon will:

  • Play the leading part in defining, developing and delivering a “Unique Selling Point” for Swindon town centre.
  • Put into action innovative ideas that add value beyond the expected, to deliver more than just a cleaner, greener, safer Swindon.
  • Engage with influential opinion formers, especially the media, to make them active supporters.
  • Act as a voice for businesses so they are listened to seriously, particularly by the Council.
  • Inform all businesses of the benefits of the BID and encouraging participation.
  • Develop better and stronger links between organisations to facilitate the creation of ideas, plans activities and events that will be of mutual benefit to stakeholders.
  • Maintain and further good communications to keep people informed and encourage dialogue.
  • Maintaining a consistent and clear positive message about Swindon and the BID.
Mission
To create more opportunities for greater prosperity and sustainable business growth for BID stakeholders by being innovative and inventive in our strategic and day-to-day management of the BID area.

InSwindon seeks to be innovative in the way it operates and the things it does: to ensure that additional benefits for the business community arise from its actions; to use the latest technologies and best-practices, not for their own sake but for the sake of its stakeholders; to generate additional revenue from its assets in the BID Area; and to ensure continuous improvement.

Ambition
Our ambition is to be recognised as the leading and exemplary BID in the UK and demonstrate the effectiveness and relevance of the BID beyond its initial 5 years.

inSwindon is all about doing great things in Swindon to make Swindon “in”.

Vision
Over the next 5 years inSwindon will establish Swindon as the regional destination of choice for a convenient, cutting edge, high quality and entertaining town centre “experience”.

We will make Swindon a better place for everyone who lives, works and visits here.

Practical things to make it cleaner, greener and safer. But also much more besides, so people like coming here, want to stay longer and are proud of Swindon

Where there is always something new and different going on.

We will attract new customers, more affluent people who live nearby but choose to go elsewhere, by giving them a reason to come here more often, stay longer when they do and spend more money.

We will return investment to the businesses in the BID by doing things that help them save money, reduce their costs and make their money go further.

We will demonstrate value for money by delivering additional benefits in everything that we do.

Mark Ross
BID Company Chief Executive Officer
Mark Ross Mark’s early career was primarily in the Marketing and Business Consultancy sector, and has involved his development off efficient, long lasting businesses, through effective brand management. His consultancy skills have seen him work with major Blue Chip companies such as IBM in some of their key project management and investment programmes.

He is also a specialist in managing Business Improvements District Projects from the initial concept to their eventual rollout, and has worked on the feasibility study for Stockport Town Centre Business Improvement District. He successfully developed and achieved a Business Improvement District for Oldham Town Centre. Throughout this stage of his career he also was a key member of the North West development Agency BID forum, a newly formed business that acted in the North West region as a BID advisory board.

Alongside this passion for success, Mark has worked closely with organisations such as the Prince’s Trust and indeed was a Princes Trust mentor, University of Manchester Institute of Science and Technology and several Chambers of Commerce.

Mark’s home town is in the North West, and his career has involved the varied sphere’s of internet business markets, especially relating to search engine development and the creation of business aides for new business, specifically the Internet into their business markets.

Mark was advisor for SME companies in the North West, areas such as Beswick (East Manchester), Old Trafford and Hattersley.

Strengths: High Level Business Marketing and Business Consultancy, Brand Management and Placement.

Expertise: Company set-up and Business Improvement District Implementation, team building and rationalisation of processes, including IT and company standards.

Bernie Maguire
BID Company Operations Director
Bernie Maguire Following careers in the Armed Forces and the Prison Service, Bernie moved into retail security where he held senior regional management positions with BHS and B&Q. Bernie’s affiliation with Swindon began when he relocated to take up the post of Security Manager at Debenhams.

In 1996, Bernie moved in to Local Government working as Street Trading Officer in the town and then Assistant and Acting Town Centre Manager. In 2000 he was promoted to Town Centre Manager.

One of the major achievements for Bernie in Swindon is the creation of the Swindon Crime Initiative Reduction Partnership (SCRIP). This organisation has been promoted as one of the good practice examples of its kind in the country and has received various accreditations and industry awards.

Strengths: Retail and security background, good local knowledge and established contacts, problem solving, good communication skills, project management.

Expertise: SIA CCTV accredited, Alcohol Licence holder, Security Management, Event Management, Operational Town Centre Management.

Brian Northcote
BID Company Operations Officer
Brian Northcote With over thirty years service with the Wiltshire Constabulary, Brian has significant experience within different aspects of the force. This led to his selection for a frontline role in problem solving work with politicians and other high profile members of the community. He was also recruited to write national guidelines and procedures in various aspects of policing for the Home Office and The Association of Chief Police Officers.

In 1994 the reward for his work with the community was an MBE in the Queen’s Birthday Honours. Brian joined the Town Centre Management team in July 2000 following retirement from the Police Force.

Brian’s experience has been invaluable in strengthening the security partnership that originated in the town centre, but that now offers services around the Borough and into Wiltshire. He has introduced new standards of protocol and training, which has recognised nationally.

Strengths: Security and Police background, management of major public events, good communication skills, problem solving, good local knowledge and established contacts.

Expertise: SIA CCTV accredited, Alcohol Licence Holder, Security Management, Radio Communications, Event Management, Major Incidents and Evacuation, Management of Crime Intelligence, Health and Safety and Risk Management.

Stephenie Tully
BID Company Marketing Communications Manager
Stephenie Tully Stephenie’s early career was spent in the private sector gaining extensive knowledge and expertise in customer service, marketing and financial/project management. This expertise has been consolidated through the years by further education qualifications and accredited training programmes including an Advanced Diploma in Administration.

Prior to working for Swindon Borough Council in 2004, Stephenie played a key role in implementing a customer improvement programmes for Thames Water. This programme had a significant positive impact on the company’s Customer Satisfaction Ratings raising them from 45% to 92% in one year. Work included the management of contractors, customer complaints procedures and the introduction of new work processes.

Stephenie also worked regularly with the Thames Water’s company events team to gain experience of event management. She has used these skills to good effect in her current role within the Town Centre Management team, managing the public spaces in the town centre.

Strengths: Management processes, creative thinking, good local knowledge, event planning and implementation.

Expertise: Customer service, Marketing, Financial and Project Management, Health and Safety and Risk Management.

Suzi Johnson
Marketing Assistant
Suzi Johnson Suzi has recently graduated from Bournemouth University gaining a BA (Hons) in Leisure Marketing. During her four years of study, Suzi was involved in many projects, such projects included, organising a fundraising event for a local Domino Appeal for Autistic Children in the Bournemouth area, with local corporate businesses such as The Littledown Centre.

Prior to working for inSwindon, Suzi played a key role in many events at Kemble Airport, working on behalf of Aero Leisure Events Services (AES Consultants). Her successes included their main show, the huge (in the Aviation world) Kemble Air Day.

Other events she successfully managed are the Stroud Vintage Transport and Engine Club Steam Rally Show where Suzi was the appointed Health and Safety Officer. She also headed up this role at The Mobility Roadshow. One of the elements of this role was the responsibility and management for all stewards as well as the general management of the show.

Other key clients that Suzi has worked with include Cancer Research and the Cotswold Show.

Since starting at inSwindon, Suzi has been involved in assisting The Marketing and Communications Manager whilst helping lead the management of Swindon Town Centre’s public space through to small scale event placement. Suzi has been able to bring her knowledge gained at University and the experience from working at AES Consultants to inSwindon to aid with the marketing and promotional aspects of the company. The very fact that Suzi studied and lived in Bournemouth, a successful destination town can only add strength to our team.

Strengths: Good knowledge of preparing and instigating risk assessments, event planning and implementation.

Expertise: Marketing and Tourism, Health and Safety and Risk Management, Customer Service.

Street Team
The inSwindon Street Team’s primary aim is an ambassadorial role within the town centre. For example, they would be expected to deal with public facing enquiries giving advice as to where the public can find specific shops or visitor attractions. Their presence will have a positive visual impact in the town by ensuring that antisocial behaviour is prevented. In the months that the Street Team have been operational, (since July 2007), they have been proactive in reducing, antisocial behaviour, such as street drinking and aggressive begging.

One of the major developments for the Street Team and inSwindon, is SCRIP, (Swindon Crime Reduction Initiative Partnership.) Although SCRIP is coming up to its 10th Anniversary, in the last nine months the Street Team have assisted in developing SCRIP and reducing crime within Swindon town centre, thus assisting the borough in it’s crime reduction agenda.

The SCRIP scheme helps share intelligence across the whole of the Borough, again working with appropriate agencies such as our local constabularies. If you require more information about this scheme then please visit the following website:

There are currently four Street Team members working in pairs to reduce and discourage the numbers of public and business complaints about illegal trading and aggressive selling in the BID area. The team also aims to reduce the longevity of graffiti and fly posting at key sites within the town, working alongside other local agencies, such as:
  • Midlands Regional Crime Initiative
  • The Wiltshire and Metropolitan Constabularies
  • Swindon Borough Council and their Enforcement Officers
The Street Team work closely with the Marketing Department of inSwindon to reduce the number of companies that are unaware of the Public Space Management Booking Procedure and or Terms and Conditions of booking. As well as this, the Street Team is responsible for the stewarding of any major event in the Town Centre such as the Christmas Light Switch On and summer events.

The Street Team are the ‘eyes and ears’ of inSwindon and are here to help the people visiting the town centre. Please approach them if you have any concerns or questions regarding your town centre.

The Street Team have extensive knowledge and skills that they bring with them from many business sectors, such as from Retail and Commercial security.

Strengths: Security Intelligence, good local knowledge, event management planning and implementation (including Royal visits to the Borough), SIA qualified.

Expertise: Criminal Psychology, Youth Offending and Justice, Customer Service and communication, Health and Safety and Risk Management. Agency liaison such as working with local Constabularies, Probation Services and Home Office agencies.
